      The bug

      Pillagers will never spawn in pillager outposts in any superflat world.

      Illager patrols not spawning in superflat is MC-139817.

      Steps to reproduce

      1. Create a new superflat world with the preset "Overworld"
      2. Locate and teleport to a pillager outpost 
        /locate Pillager_Outpost

        → Notice there are no pillagers
