Pillager Outpost structures are not generating. The structures around the Outpost(cages, tents etc.) are generating as expected. 

What I expected to happen:
I expected to find a Pillager Outpost when I located one with the /locate command.

What actually happened was:
Instead, I found a whole bunch of Pillagers, tents and cages without the actual Outpost structure. There seemed to be a "foundation" for the Outpost. Pictures below.

Steps to Reproduce:
1. Create a new Minecraft world
2. Locate a Pillager Outpost with this command: /locate Pillager_Outpost
3. Move to the given coördinates
