Turning in boats causes extremely annoying frame issue

      When in a boat, if you try to turn, everything gets very jittery and weird.

      To replicate: (do not attempt if you are epileptic)
      Open 19w11a
      Get in a boat
      Try to turn the boat left or right
      Everything goes wrong
