When you CTRL+Middle-click a noteblock with a changed note,
Minecraft doesn't give you the noteblock with the specific NBT of that note.
It just gives you a normal noteblock as if you weren't holding CTRL.
This probably has to do something with noteblock states not being NBT anymore.
Could this feature be brought back? It's really useful, when you have a lot of repeating notes.
