I went to tie up my horse in survival, when I used the leash on the horse it worked fine, but it consumed the item. then I went to attach the lead to a fence post I didn't have a leash in my hand/inventory, so at this point it is impossible to tie up a horse(Possibly any entity) unless you have 2 leads.
