In 1.13 and 1.14 snapshots (and maybe in a few previous versions) I've noticed that trees are shifted by about a chunk to the northwest compared to biomes edges. I expected it to be noticed and fixed in snapshots but this issue still exists in 19w09a. This happens everywhere. Take look at attached pictures and/or generate a new world (turn off biome blend so it's easier to notice.
