Loaded a map saved in 1.13.1 into the snapshot 19w08b and the textures for item frames I had placed previously and their contents did not load.

What I expected to happen was...:
The item frames and their contents to load in normally

What actually happened was...:
The textures for item frames and the items in item frames did not load and could not be interacted with, additionally other items could not be placed on the face of the block occupied by said item frames.

Steps to Reproduce:
1. Load a map from 1.13.1 that has filled item frames on walls into snap shot 19w08b 
2. confirm whether they have loaded normally and can be interacted with.
