Fire charge can light campfires underwater

      The campfire would remain unlit

      What actually happened was...:
      The campfire lit

      Steps to Reproduce:
      1. Place a campfire underwater
      2. Use a fire charge on it

      Notes
      Tested with flint & steel as well, and it didn't light
