Description of the bug

I have been testing for this in the lastest snapshots and neither the size or the distance of villages can be changed on superflats using custom superflat presets. 

Expected result

You can change the size and distance of villages using the preset.

Actual result

The village generation isn't changing

Preset used

minecraft:bedrock,3*minecraft:dirt,minecraft:grass_block;minecraft:plains;village,(distance=9,size=9)
