Known issue since at the first 1.14 snapshots.

Connection status is displayed as "old" when server is starting (before finishing loading the spawn chunks), even if the latest version is being used (screenshot).

Although this issue is minor, but it can cause confusion, as players seeing this status keeping asking what version the server is on.
