When placing item frames they don't show.

What I expected to happen was...:
The item frame should appear and be placed as usual.

What actually happened was...:
When trying to place an item frame to build a map it won't show up and I can't place any items/maps in it. Even when I open the F3-Menu and directly look at the location, where the item frame should appear, it just selects the block I'm facing instead of the item frame.

Steps to Reproduce:
1. I try to place an item frame at the side of a block(for example planks)
2. the item frame simply can't be placed
