I killed a drowned holding a fishing rod and they dropped it. The rod however is said to have 0/64 durability. Although as of update 1.13, items will break after the "1" durability use. After using it it broke as suspected. I believe this is just a line of code to the loot table that was overlooked in the newest update. I have attached a screenshot to illustrate my report.
