Item frames could be placed on chests using shift-click in previous versions (at least as recently as 18w50a). In 19w02a, it is no longer possible to place item frames on chests. 

Importing a world from a previous version that has chests with items frames placed on them results in most (but not all) of the item frames and the items held within the item frames to fall.
