Wolves chasing after non-existent skeletons when summoned in peaceful difficulty

      Relates to MC-129137, and discovered while testing MC-141141

      Wolves seem to be running after non-existent skeletons in a superflat world with its biome set to "the_void" that used to be normal mode, then changed to hard and then peaceful difficulty.

      I do not know a way to reliably reproduce this bug.
