      This has been the case since the jigsaw block was first added.

      How to reproduce

      1. Place a jigsaw block
      2. Break it
      3. Place a chest where it used to be
        → The chest can't be opened
      4. Use data get block on the chest, and the block entity is that of a jigsaw block
