On my 18w49a world (converted from 1.13.2 before I first entered the end) I re-entered The End after dying on an outer island and the Ender Dragon respawned without me doing anything. The End gateway that the first dragon generated also just teleports me to the central island spawn. I had to use blocks to reach the outer islands.
