When a pillager is spawned via commands without a crossbow, the arm model spins uncontrollably. This also happens when a weaponless pillager rides an entity as well. This can be duplicated with the command /summon pillager ~ ~ ~ {HandItems:[{}]} Seems to happen randomly, as arms stop spinning at some times.
