The bug

Water wells in new plains villages simply can't generate a bottom to them.
The reason for this is a typo in the Jigsaw block. 
It is: 

minecraft:village/common/well_bottoms

While it should be:

minecraft:village/common/well_bottom

How to solve

Either rename the structure file or change the target pool of the jigsaw block.
