Horses pathfinding causes immense tick lag

      I have a little private server and these snapshots have absolutely ruined its performance. During no period of time when a player is on the server is the tick rate above 10 t/s, and I've been debugging it, trying to find the cause. It turns out that the root levels tick causes 95% of the lag, entities about half of that, horses cause 30% of that, and the pathfinding causes 99% of the horses' lag. The issue is that I've used the execute command to find that we only have 2 horses loaded when this debug measurement was taken; essentially, horses cause 14% of the server's lag, though there are only two. I'm not sure if I'm missing something, but this seems very broken. The horses are in the spawn chunks, but the server runs at 20 t/s when no players are in the game.
