I expected an unsheared sheep to turn invisible when hit with a potion

The sheeps face and legs disappeared leaving the wool, guessing because the wool counts as armour on the sheep.
Not quite sure if its intended but I doubted it.

You can see the issue when you throw a splash potion of invisibility on an unsheared sheep
