I cannot pace scaffolding under water on the TOP of a waterlogged scaffolding block

What I expected to happen was...:
to place waterlogged scaffolding on the top of a waterlogged scaffolding block

What actually happened was...:
The block failed to place

Steps to Reproduce:
1. place scaffolding on the bottom of a lake
2. try to place scaffolding on the top of that scaffolding
3. no scaffolding is placed
