End cities can spawn in empty space and on the main island

      The bug

      End cities can spawn in the_end biome, i.e. on the main island and in the gap between the main and outer islands.

      To reproduce

      • Create a world with seed 5721507737871021674
      • Execute the command execute in the_end run teleport @s 91 79 63, or enter the end through an End Portal and run /locate EndCity

      Original description

      I went to the end and there was a end city right at the main Island also there was no dragon

      I hope you fix this
