      How to reproduce

      1. Create a debug world in any 1.13 version.
      2. Upgrade said world to 1.14.
      3. Some blocks (such as some fire block states, sugar cane block states, redstone wire block states, etc.) are now waterlogged but they cannot be waterlogged in normal cases.
