The new enchantments for the crossbow, quick charge, multishot, and piercing, can be used in an anvil to enchant all blocks and items. They can also enchant in stacks, using one enchantment book per stack. It does use levels, and it uses more levels if you enchant stacks. The enchantments have no effect on anything except crossbows.
