When monster spawners are placed or otherwise loaded into the world, and the player moves out of and subsequently back into the particle render distance, the rate at which spawner "flame" particle are produced appears to increase at a rate of O*n. O being the original rate of particle production, and n being the number of times the player passes out of the spawner's particle render distance. Newly placed spawners have a normal rate of particle production until they are unloaded. The spawner type does not change this effect.
Reloading chunks, resource packs, or cycling the render distance will not fix the issue. Quitting to the title screen and loading the world again does fix the issue until the spawners are again unloaded.
