Flame is applicable to crossbows, but it does nothing.

I also do not believe punch or power work properly.

Steps to reproduce:

1. Grab a crossbow and flame book from creative inventory
2. Use an anvil to combine the two.
3. When you shoot, the arrow will not be on fire.
