What I expected to happen was that the village would spawn above ground, like normal.

What actually happened was some buildings spawned in the ground.

Steps to Reproduce:
1. Create a new Minecraft world in creative mode with the default settings, and the seed 7287098574642003673.
2. /tp to 729 68 1669.
3. Look at the house you see there.
