Rain particles in nether when fastly loading chunks

      The bug

      When fastly loading chunks/terrain in the nether, you'll see rain particles.

      How to reproduce

      1. Go to the nether, teleport far away.
      2. Observe the rain particles and if heigh enough snow particles.

      Similar to MC-85175, but marked as incomplete year ago and mobs do not seem to spawn on, thats why I made a new ticket.
