Gameplay
The setup can be seen in the attached screenshot. I also attached a world save with the exact setup.
When a sticky piston is given a 2 gametick pulse and retracts any block (like on the right side on the screenshot), an observer next to it would give out 2 pulses. However, if the sticky piston is retracting an observer that's facing away from it (as can be seen on the left side on the screenshot), the observer next to it would only give out one pulse.
This is different from the behavior in 1.12.2, where both scenarios in the screenshot would behave the same (the observers facing to the side outputting 2 pulses).
