I discovered that if you use a Fire Charge to ignite a TNT block in creative mode, the Fire Charge is used as if you were playing in survival mode. It does only affect the Fire Charge and not the Flint and Steel Tool. It does neither happen when you use the Fire Charge to create a Fire.

To replicate the result you just need to ignite a TNT block with a Fire Charge while you are in Creative mode .
