The bug
When sea lanterns are placed with water above them and air below, they generate dripping water particles like solid blocks. This is different from how they behaved in 1.12.2, when they would act like glass and be watertight.
How to reproduce
Construct a 5×5×2 bowl out of glass, with a sea lantern in the middle. Place water in the bowl. The sea lantern will show dripping water particles in 1.13.1 but not 1.12.2.
