Simply put some ice of your choice on the ground and turn in one direction in the boat. When you go out, the boat will stop. But when you go back in, you'll be spinning wildly again. I believe this might be related to the last bug I posted about.

Also worth noting that I believe this bug and the previous one affected the snapshots of 1.13 and the release of 1.13 (1.13.1 as well)
