A very simple way to replicate this is to place a boat on the ground, or I believe in water (both work) and place a pillar of blocks 2+ tall in front of it. If you try to get in the boat in survival, it will not work. However, if you try once you are in creative, it will work. If this is in fact a feature and not a bug, please correct me.
