Team and Scoreboard Missing

What I expected to happen was...:
The things should have saved

What actually happened was...:
The NBT was lost in the save and now it will no longer exist until recreated

Steps to Reproduce:

1. Create a 1.13.1 world
2. /teams add <NAME> [DISPLAY NAME]
3. Save and Quit to Title
4. Join World
5. /teams list

If you could patch this in the Future versions I would be happy
