Items not stacking in chests when using hoppers

      I've been trying to make a vertical hopper system to sort items. I have hoppers leading into each chest, each hopper below each other. The input is a chest above the hoppers. I have placed the items I wish to be sorted into each chest. There is only one item of each type in each chest. The chest is then filled, by me with one of each item in each open space inside the chest. IE, the chest is filled with all puffer fish, but only one in each spot of the chest. When adding the item in question, in this cast puffer fish, it starts to fill the chest above the last one which was filled with one item in each spot.

       

      From what I understand, like items are supposed to stack in chests just like my inventory on my character when using hoppers, as long as the items within the chest aren't moved around. This feature isn't working with most of the fish. I have yet to test it with other items. This is holding true in survival as well as creative. I'm not using any mods or data packs to change the game. I am also running the current version 1.13.1 and only have had minecraft since 1.13.
