As shown in the video, some, but not all, sounds seem to be getting cut off or otherwise not being played in full. They don't get cut off every single time, and some sounds, such as music, seem to be unaffected, but most sounds seem to be afflicted.

I have reinstalled Minecraft, checked sound drivers, restarted my computer, gone down all the usual avenues to no avail, leading me to believe this may be a Minecraft issue.

The attached video was recorded in 1.13, but this issue still happens in 1.13.1
