No experience bar is displayed when either opening a previously saved world or creating a new one.
Creating a world in creative mode then switching via commands still does not show the experience bar.

Recreate:
Run 13w16a.
Load or create new world in survival.
or
Load or create a world in creative then switch to survival via commands.
