Syntax help for commands that can either have a literal or an argument at the same position after a common prefix always assumes an argument (and not the literal) was supplied

      To reproduce, type in /forceload remove all and observe that the syntax help thinks all is the <from> argument.

      For a 1.13 example, using /teleport's two syntaxes /teleport <targets> <location> facing entity <facingEntity> [<facingAnchor>] and /teleport <targets> <location> [<rotation>], type in /tp @e 0 0 0 facing and observe that it thinks facing is the [<rotation>] argument.
