Skins for myself as well as players do not show on Multiplayer Servers/Survival

      First off, I know this is a known issue but would like to log what I have to do to even start minecraft. As launching the launcher itself, the application becomes unresponsive and created 2 Minecraft.exe's under my processes in the task manager. I have to then crash each process through my task manager for the game itself to load in. After doing so, I login to a Multiplayer Server or Singleplayer and Minecraft Skins for both myself and other players are Steve/Alex with only a select few (1-3 out of 25+ players on the server itself) show their original skin. At the beginning, I could see my skin, but as the days progressed, skins for everyone became the default. Below I've uploaded a Crash Report. I'd like to add, that this has been going on since April 23rd of this year. (2018) Before 1.12, I had no problem with skins. To add; I am running 1.12.2 as the server I am on does not yet support 1.13
