Using a spawn egg will occasionally spawn a baby rather than an adult, regardless of whether it was spawned on another adult.

Get a spawn egg, for example a horse spawn egg.
Use the horse spawn egg. (not on another horse)
→ Notice that a baby horse has been spawned (after few tries)
