Not shure how to explain this bug, if you use the 'Use Item" binned to you right click (the default)  if you flick a lever or change the orientation of a item inside an item frame it flips at the correct speed, if you change the "Use Item" key to any of your keyboard, the flicking speed changes and goes very fast
