I was in my creative world and I putted a lava bucket firstly, and after I Put a water bucket and this happened, So I recreated the bug in a new world in diferent forms... like a test.

If you put the lava in the floor and wait some seconds before putting water near, you'll see the water does not solidify, or better said doesn't create the block of cobblestone.
