      The bug

      If you place a spawner that is outside during the day, and have it spawn phantoms, it will spawn them, regardless.

      How to reproduce

      1. Run 
        /setblock ~ ~ ~1 minecraft:spawner{SpawnData:{entity:{id:"minecraft:phantom"}},Delay:1}

        → Phantoms will spawn
