Coral fans don't drop dead coral fans when destroyed without silk touch

      This is inconsistent with coral blocks, which drop dead coral blocks when mined without silk touch, but coral blocks when mined with silk touch. For coral fans, silk touch is also required, but nothing is dropped at all when not using silk touch.
