Minecraft 1.13-pre9 lags after respawn until chunks are reloaded with F3 + A. We have keepinv on, and otherwise, the server hasn't been touched.

Steps:
1. Make a bed
2. Sleep
3. Get out of chunk of bed
4. Kill yourself
5. Watch the frames drop
6. Press F3 + A
7. Watch the frames go up
