I played on one of the first 1.13 snapshots with out this problem. But since starting to play again. 1.13 pre release 5 I have this constant issue with a third of my chunks not loading. As well as my game saying that it is rendering 20-30 chunks with a render distance of 2. I have had to raise my render distance up to the server limit to stop the game from dropping to 5 fps ever 10 seconds.
