Fire charges no longer light the block above them when shot from a dispenser

      Dispensers can no longer light blocks above them on fire with items like fire charges.

      Steps to Reproduce:

      1. Place a dispenser facing upwards
      2. Put a fire charge in it
      3. Put a campfire block above it
      4. Use a shovel on the campfire, to disable the fire
      5. Activate it

      Expected & Observed Results:

      - The fire charge is shot as expected, but it goes through the campfire block, never lighting it.
      - When the dispenser is activated, it would light the campfire.

      2. This issue also occurs when there is a block in-between the campfire, and the dispenser.

      Original Description:

      In 1.12.2, fire charges were used for fireplaces because they would pass through the first block in front of a dispenser and light the block above. Now, they just have a little puff of smoke come through the block.
