Dispensers can no longer light blocks above them on fire with items like fire charges.
Steps to Reproduce:
- Place a dispenser facing upwards
- Put a fire charge in it
- Put a campfire block above it
- Use a shovel on the campfire, to disable the fire
- Activate it
Expected & Observed Results:
- The fire charge is shot as expected, but it goes through the campfire block, never lighting it.
- When the dispenser is activated, it would light the campfire.

Original Description:
In 1.12.2, fire charges were used for fireplaces because they would pass through the first block in front of a dispenser and light the block above. Now, they just have a little puff of smoke come through the block.
