Fire charges no longer light the block above them when shot from a dispenser

      Dispensers can no longer light blocks above them on fire with items like fire charges.

      Steps to Reproduce:

      1. Place a dispenser facing upwards
      2. Put a fire charge in it
      3. Put a campfire block above it
      4. Activate it

      Expected & Observed Results:

      - The fire charge is shot and goes through the campfire block not lighting it.
      - The fire charge would be shot, and light the campfire.




      This issue also occurs when there is a block in-between the campfire, and the dispenser.

      Original Description:

      In 1.12.2, fire charges were used for fireplaces because they would pass through the first block in front of a dispenser and light the block above. Now, they just have a little puff of smoke come through the block.
