In Minecraft 1.13 scrolling is semi-unresponsive on the hotbar. On previous versions, like 1.12, scrolling would work when the scroll wheel was moved one notch. Now it takes several forceful scrolls to move across the hotbar and select items. This did not happen in previous versions. I am running on Mac OS High Sierra. Also I tried messing around with the mouse sensitivity settings ingame and could not change the results. 

What I expected to happen was...:
When I scrolled one notch, the selector would move over one on the hotbar. 

What actually happened was...
The selector remained unresponsive. 

Steps to Reproduce:
1. Open a world in 1.13
2. Use a scroll wheel to select an item.
