when the armor_stand be summoned,it can't be rotated by teleport command,unless you change its position.

What I expected to happen was...:

I use the armor_stand with handheld model item for making a 
skill effect and I'd like to make it facing player always.
 
 
What actually happened was...:
But I can't use teleport command to change rotation of armor_stand when that be summoned.

Steps to Reproduce:
1. I made some tests.
2. Please look at the attachment.
3. Hope to solve it as soon as possible,It's better to be before the 1.13 version
